There is hereby established the California Student Author Program to accomplish all of the following for public schoolage children from extremely low-income communities:

1. (a) Improve English language skills.
2. (b) Improve academic performance.
3. (c) Build healthy relationships with the community.
4. (d) Equip participants with critical life skills.
5. (e) Promote positive life choices.
6. (f) Increase literacy, reading, and writing among program participants.
