School districts maintaining kindergarten or any grade of grades 1 through 12, county superintendents of schools, and the department shall:

1. (a) Cooperate and consult in the joint conduct of the system.
2. (b) Coordinate information-processing activities to preclude duplication of the developmental and operational aspects of the system.
3. (c) Conduct educational information-processing activities in accordance with regulations of the State Board of Education adopted pursuant to this chapter.
