It is the intent of the Legislature to enact legislation that will develop a coordinated adult education data system that accomplishes all of the following:
- (a) Uses standardized procedures to collect data.
- (b) Complies with relevant federal statutes in elementary, secondary, and postsecondary education.
- (c) Makes efficient use of existing data systems in the California Community College system and the department.
- (d) Is based upon individual pupil and student records that, preferably, can be linked through the use of a common student identifier.
- (e) Contains a common data dictionary that can be used to provide valid, comparable data regarding enrollment, demographics, outcomes, and other educational or economic policy issues.
- (f) Complies with all relevant state and federal privacy laws and regulations.
