In reviewing applications, the board shall consider all of the following factors:
- (a) Needs of urban and rural areas.
- (b) Projected population growth.
- (c) Changing concepts of public library service.
- (d) Distance of the proposed project from other existing and proposed facilities.
- (e) Age and condition of the facility.
