A person may file an initial financing statement or a continuation statement under this chapter if the following conditions are satisfied:

1. (a) The secured party of record authorizes the filing.

2. (b) The filing is necessary under this division to accomplish either of the following:

   1. (1) To continue the effectiveness of a financing statement filed before January 1, 2015.
   2. (2) To perfect or continue the perfection of a security interest.
