All money in the abandoned property account in the Unclaimed Property Fund is hereby continuously appropriated to the State Controller without regard to fiscal years, for expenditure in accordance with this chapter for the following purposes:

1. (a) For payment of the proportionate costs of this State pursuant to the terms of any contract entered with the United States;
2. (b) For payment of sums necessary to indemnify the United States for losses occasioned by claims to property delivered to the custody of this State.
