This chapter shall apply only to the following:

1. (a) Nonagricultural workers under the federal H-2B visa program established pursuant to Section 101(a)(15)(H)(ii)(b) of the federal Immigration and Nationality Act (8 U.S.C. Sec. 1101(a)(15)(H)(ii)(b)).
2. (b) On and after July 1, 2027, agricultural workers under the federal H-2A visa program established pursuant to Section 101(a)(15)(H)(ii)(a) of the federal Immigration and Nationality Act (8 U.S.C. Sec. 1101(a)(15)(H)(ii)(a)).
