1. (a) The Board may order a stay of proceedings, not to exceed 180 calendar days, if it is determined additional information or evidence is necessary to meet the criteria for an honorable discharge, which may include:

   1. (1) The applicant's participation in the hearing, either in-person or by video-conference; or
   2. (2) Submission of additional documentation in support of the petition.
2. (b) Upon ordering a stay of proceedings, the Board shall document the basis for the stay and specify when the proceedings will resume.
3. (c) Upon expiration of the established length of stay, or as provided in subsection (b), the Board shall schedule an honorable discharge hearing as outlined in section 4994.5.
