Cal. Code Regs. tit. 9, § 30540 – Institutional Treatment System.

(a) The ward shall be present throughout each case conference in order to participate in the process unless:
1. (1) Information being discussed may be psychologically damaging to the ward or others.
2. (2) The ward decides not to attend.
3. (3) The ward is hospitalized.
