1. (a) Handicraft articles made by a ward may be sold to the public only at institutions, camps, parole centers, residential treatment centers, or other places approved by the Director.

2. (b) Procedures regarding the sale of handicraft articles shall include, but not be limited to, the following:

   1. (1) The state shall be reimbursed for the cost of raw materials used in the manufacture of the articles.
   2. (2) Handicraft articles which have not been sold by the time the ward is released on parole shall be returned to the ward.
