1. (a) A recipient shall comply with the requirement of Section 10874 within sixty days of the effective date of this section, except where structural changes in facilities are necessary. Structural changes may be made within three years of the effective date of this section, but in any event, as expeditiously as possible.
2. (b) A recipient who begins receiving state financial assistance after the effective date of this section shall comply with the requirement of Section 10874 within sixty days of the effective date of such recipient's contract, except where structural changes in facilities are necessary. Structural changes may be made within three years of the effective date of such recipient's contract, but in any event, as expeditiously as possible.
