1. (a) Discriminate against an ultimate beneficiary on the basis of his or her physical or mental disability.
2. (b) Deny a qualified disabled person the opportunity to participate in a program or activity which also serves non-disabled persons.
3. (c) Fail to take appropriate steps to ensure that communications with ultimate beneficiaries are available to persons with impaired vision or hearing.
4. (d) Deny aid, benefits or services to a qualified disabled person because a recipient's facilities are inaccessible to or unusable by such person.
