1. (a) Each program licensed by the Department shall become operational within six months after the date of licensure. Programs which fail to meet this time limit may reapply for a license by submitting to the Department a letter of explanation or a new protocol.
2. (b) Each program shall notify the Department in advance of the date the program plans to begin its operations. Each program shall also notify the Department of the date such operations actually commence.
