Cal. Code Regs. tit. 9, § 9414
(a) It shall be the responsibility of the county board of supervisors to assure that the administrator is qualified by his/her ability, training, and experience to administer or coordinate and monitor the county alcohol program. In carrying out this responsibility, the county board of supervisors shall not impose categorical requirements for such qualifications.
