(a) Authorizations issued for the purchase of goods and services shall be prepared in accordance with the following guidelines:
1. (1) Department policies
2. (2) State Board of Control Regulations
3. (3) State Administrative Manual Rules
4. (4) Other related State agency policies and regulations
