1. (a) A written authorization shall be made prior to the purchase of goods and services as documented in the client's case record.
2. (b) Designated case carriers may, with supervisory approval, be permitted to make emergency verbal authorizations. Such emergency verbal authorizations will be confirmed with a written authorization to the provider of the goods or services.
3. (c) The Department is not required to provide payment for goods and services that are not authorized by a Departmental employee.
