1. (a) This Subchapter sets forth the policies and standards for authorizing the purchase of vocational rehabilitation goods and services.

2. (b) Definitions:

   1. (1) “Authorization” is defined as an obligating document which authorizes the delivery of specified goods or rendering of certain services by a vendor (provider) at a fixed or ascertainable fee within a stated period of time.

3. (c) Authorizations of goods and services shall be accomplished by the use of the following obligating documents:

   1. (1) Department forms designated for purchase of goods and services, or
   2. (2) State of California forms designated for the purchase of goods and services.
