1. (a) When there are no licensed psychiatrists or psychologists available or willing to provide service, the Department shall certify professionals, as allowed within the scope of their licensure, to provide psychological services. The professional shall:

   1. (1) Be licensed to practice in the State of California.
   2. (2) Submit a curriculum vitae to the Chief Medical Consultant for review and approval.
   3. (3) Be willing to accept the Department's rates as payment in full for the service rendered.
