Cal. Code Regs. tit. 9, § 7271 – Eligibility Requirements--General.

(a) In order to receive services pursuant to this article, an individual shall meet both of the following conditions:
1. (1) Be ineligible for, or not interested in receiving, services under the Vocational Rehabilitation program.
2. (2) Qualify as a blind person under the definition at Section 19153, Welfare and Institutions Code.
