Cal. Code Regs. tit. 9, § 7163 – Privately Owned and Operated Modes of Transportation.

(a) Privately-owned and operated modes of transportation shall be authorized only when both of the following conditions exist:
1. (1) The Counselor has made a determination in accordance with section 7162(b)(2) that a publicly-owned or contracted mode of transportation is not readily available or would cause undue hardship to the client.
2. (2) The privately-owned mode of transportation can meet the client's special needs.
(b) The rate of payment shall be the transportation provider's usual and customary charge for the service.
(c) Payment shall be made to the transportation provider.
