1. (a) The final decision, a transcript or a recording of the hearing, exhibits, papers, and reports filed in the proceeding shall constitute the record of the hearing.
2. (b) If requested by the appellant or authorized representative, the record of the hearing or any part thereof shall be furnished to him/her within 30 days from receipt of the written request at a cost not to exceed ten cents per page or for free if fewer than ten pages are requested.
