1. (a) The purpose of this Subchapter is to promulgate the policies and standards that govern the rates of payment authorized by the Department for the purchase of goods and services.

2. (b) For the purpose of this Subchapter, the following definitions shall apply:

   1. (1) “Goods and Services” means services in compliance with the rehabilitation service provisions of sections 7150 through 7179 of this Chapter.
   2. (2) “Vendor” means an individual, company, corporation, or other entity who sells goods and/or provides those services required for the rehabilitation process.
   3. (3) “Personal Services” means supportive services, such as, readers for the blind, interpreters, attendants, drivers, notetakers, and others providing a personal service.
   4. (4) “Competitive Integrated Employment” means employment as set forth in Section 7006.3.
