1. (1) The Local Mental Health Service files a timely request for an informal conference, in which case recovery will take place thirty-six (36) calendar days from the date of mailing of a letter of findings, or
2. (2) The Local Mental Health Service files a timely appeal, in which case recovery will take place fifteen (15) calendar days from the date of mailing of the decision of the Director.

The Department shall begin recovery of an overpayment, as set forth in section 1585, sixty-one (61) calendar days after notice of the audit findings, unless:
