1. (a) Mental Health Promotion, which means activities and projects directed toward:

   1. (1) strengthening individuals' and communities' skills and abilities to cope with stressful life situations before the onset of such events; and
   2. (2) enhancing and expanding agencies' or organizations' mental health knowledge and skills in relation to the community-at-large or special population groups.

2. (b) Community Client Services, which means activities directed toward:

   1. (1) strengthening individuals' coping skills and abilities during a stressful life situation; and
   2. (2) enhancing or expanding knowledge and skills of human services agency staff to handle the mental health problems of particular clients.

Outreach Services, which means a program of services delivered to the community-at-large, special population groups, human services agencies, and to individuals and families for whom there is no case record. The purposes of these services are to: (1) enhance the mental health of the general population, (2) prevent the onset of mental health problems in individuals and communities; and (3) assist those persons experiencing stress who are not reached by traditional mental health treatment services to obtain a more adaptive level of functioning.
