1. (a) Upon receipt of a complaint regarding an alleged violation of any provision of this chapter, the Department representative may do one or more of the following:

   1. (1) Make a preliminary review and determine that there is or is not a reasonable basis for the complaint.

      1. (A) If there is reasonable basis for the complaint, Department staff may schedule an on-site investigation within ten (10) calendar days after receiving the complaint.
      2. (B) If there is reasonable basis for the complaint, Department staff may contact the certificate holder directly to further discuss the complaint and to determine if corrective actions are necessary.
2. (b) In either event cited in subsections (a)(1)(A) and (a)(1)(B), the complainant shall be promptly informed of the Department's proposed course of action.
