“Parties” means the Judicial Council, the employee organization which is the exclusive representative of any employee covered by a petition or intervention, any employee organization known to have an interest in representing any employees as demonstrated by having filed a current statement of interest pursuant to Section 95010, any petitioner that has filed a valid petition pursuant to Section 95030 or 95100, and any employee organization that has filed a valid election intervention pursuant to Section 95210.
