As applied to matters arising under the Santa Cruz Metro Act, “Employer,” “PUC transit employer,” or “District” means the Santa Cruz Metropolitan Transit District, including all operations and extensions of its transportation system, regardless of modality or vehicle type, as defined in section 98160(a), Chapter 1 of Part 2 of Division 10 of the Public Utilities Code (commencing with Section 98000).
