1. (a) Derail and/or bumper blocks shall be provided on spur railroad tracks where a rolling car could contact other cars being worked, or enter a building, or work or traffic area.

   Note: Derails, if used, shall be placed where their use will not increase the danger to workers.

2. (b) Controls to safeguard personnel during railcar movement shall be instituted.
3. (c) If winches or capstans are employed for movement, employees shall stand clear of the hauling rope and shall not stand between the rope and the cars.
4. (d) Warning signs shall be posted where doorways open onto tracks, at blind corners and at similar places where vision may be restricted.
5. (e) Recessed railroad switches shall be enclosed to provide a level surface.
