1. (a) Circuit breakers equipped with stored energy mechanisms shall be designed to prevent the release of the stored energy unless the mechanism has been fully charged.

2. (b) Mechanical interlocks shall be provided in the housing to prevent the complete withdrawal of the circuit breaker from the housing when the stored energy mechanism is in the fully charged position. In lieu of the above interlock, a suitable device may be provided which prevents the complete withdrawal of the circuit breaker until the closing function is blocked.
