1. (a) Reasonable provisions shall be made to prevent derricks from collapsing as a result of wind velocity. This shall be accomplished by using either one or both of the following methods:

   1. (1) By the use of guy lines.
   2. (2) By constructing the derrick and foundations in such a manner as to resist overturning.
