1. (a) The petition for re-hearing shall state in detail the factual or legal basis for granting the petition for re-hearing.
2. (b) The petition for re-hearing shall be denied if it only states the permissible grounds for re-hearing contained in Rule 427, unsupported by specific references to the record and an explanation of the petitioner's position.
