1. (a) The Chancellor shall estimate district needs for California College Promise Grants, and shall allocate funds to districts based on that anticipated need.

2. (b) In estimating district needs for these financial assistance funds, the Chancellor shall consider the following factors:

   1. (1) The number of Pell Grant recipients in the district in the previous fiscal year;
   2. (2) The estimated number of students in the district who are eligible pursuant to Education Code section 76300;
   3. (3) The estimated number of low-income students in the district who are enrolled for fewer than six units.
3. (c) The Chancellor shall apportion the allocations in the advanced apportionment certified by the Chancellor.
