1. (a) Review and evaluate each district-funded project with reference to the elements of the capital construction program specified in Education Code section 81821.
2. (b) The review and evaluation shall be directed particularly to ascertain whether the locally funded project is of appropriate size, is appropriately timed and is justified in terms of the elements of the capital construction plans and where applicable, the standards as adopted by the Board of Governors.
