1. (a) When the need for state financial assistance for an energy conservation project (as defined in subsection (a) of section 57051) has been adequately established, it shall be submitted as a project planning guide in accordance with established format to the Chancellor's Office.
2. (b) The project planning guide shall contain evidence of an approved Energy Audit (EA) on file with the California Energy Commission.
