1. (a) A Cal Grant A or B Competitive Award shall give special consideration to applicants who are disadvantaged students taking into consideration those financial, educational, cultural, language, home, community, environmental, and other conditions that hamper access to, and ability to persist in, postsecondary education programs. The extent to which an applicant is considered disadvantaged shall be determined based on the following:

   1. (1) Whether the applicant is an orphan or ward of the court or was a ward of the court at the age of eighteen;
   2. (2) The level of education attainment of the applicant's parents;
   3. (3) The number of family members in the applicant's household in relation to the household income; and
   4. (4) Whether the applicant comes from a single parent household or is a single parent.
