1. (a) Provide a written notice of appeal which includes a concise statement of the action which is being challenged;
2. (b) Mail the notice of appeal postmarked within 20 calendar days following the date appearing on the letter being appealed; and

3. (c) Pursue appeals before the following individuals or entities, in the order presented:

   1. (1) Program Coordinator, California Student Aid Commission,
   2. (2) Deputy Director of Grants, California Student Aid Commission,
   3. (3) Executive Director, California Student Aid Commission; and
   4. (4) The California Student Aid Commission.

A scholar or an applicant may appeal any adverse determination by the California Student Aid Commission in the following manner:
