Cal. Code Regs. tit. 5, § 30507 – New Applicant Ranking Process Used by the California Student Aid Commission.

(a) Nominees shall be placed into one of the two following categories:
1. (1) Applicants who have completed fewer than 30 semester units or 45 quarter units of college; or
2. (2) Applicants who have completed 30 or more semester units or 45 or more quarter units of college.
(b) Within each category, nominees shall be ranked in descending order by score (highest first).
