1. (a) The level of funding ensures that the program is of sufficient size, scope, and quality to give reasonable promise of achieving the objectives of the program.
2. (b) The level of funding is not excessive or extravagant in terms of the needs of students to be served.

Districts shall determine minimum and maximum levels of funding for all educationally disadvantaged students who participate in programs funded in whole or in part by SCE and ESEA, Title I according to the following criteria:
