(a) Except for families eligible for services pursuant to Education Code sections 8208(d)(4) and 8217, families who are eligible for full-day California State Preschool Program (CSPP) shall document that each parent in the family, as defined in section 17700, meets at least one of the following need criteria:
- (1) The child is receiving child protective services;
- (2) The child is identified as being abused, neglected or exploited or at risk thereof;
- (3) The family is experiencing homelessness;
- (4) The parent is employed;
- (5) The parent is seeking employment;
- (6) The parent is enrolled in vocational training;
- (7) The parent is enrolled in educational programs;
- (8) The parent is incapacitated; or
- (9) The parent is seeking permanent housing for family stability.
- (b) When a family has a need for services pursuant to subdivisions (a)(1) through (9) above, subsidized preschool services shall only be available to the extent to which the need for services precludes the provision of care and supervision of the family's child(ren) for any part of the day, and no parent in the family is available and capable of providing care for the child(ren) during the time services are requested.
- (c) At any time during the certification period, a parent may request an increase to the certified schedule based on provided documentation of need.
- (d) At any time during the certification period, a parent may request to decrease the certified schedule based on provided documentation of need. Requests for decrease in hours shall be provided in writing. In such a case, the contractor shall inform the family of the right to maintain the current certified schedule.
