1. (a) Subsidized preschool services shall only be available to the extent to which supervision of the family's child(ren) is(are) not otherwise being provided at the same time by:

   1. (1) Scheduled time in a public educational program;
   2. (2) A private school in which the child(ren) is(are) enrolled and attending; or
   3. (3) A time when a child(ren) is(are) receiving services from any other early childhood program.
