1. (a) A motor vehicle purchased primarily for the transportation of staff personnel shall be an automobile of the light car class.
2. (b) A motor vehicle of the light car class shall be as described in the specifications provided by the Superintendent of Public Instruction.
3. (c) A motor vehicle purchased for the transportation of pupils shall meet all requirements of Chapter 4 (commencing with Section 14200) of Division 13 relative to pupil transportation.
4. (d) A motor vehicle to be used primarily for the transportation of equipment or supplies shall be purchased only after the Superintendent of Public Instruction has approved the specifications therefor and the justification for the use thereof.
5. (e) A motor vehicle or trailer designed and built for a special use or uses shall be purchased only after the Superintendent of Public Instruction has approved the specifications therefor and the justification for the use thereof.

The county superintendent shall observe the following limitations in the purchase of motor vehicles and trailers:
