1. (a) Contingent upon the availability of funding, projects will, beginning with the 1975-76 fiscal year, be funded for two years. Exceptions will be projects which are found by representatives of the California Department of Education to be:

   1. (1) Substantially out of compliance with these regulations, or
   2. (2) Substantially at variance in program operation from the program described in the approved application.

2. (b) At the end of the second year of operation, programs will be reviewed in terms of:

   1. (1) Whether the needs of the pupils have been substantially met, and
   2. (2) Whether the program has been cost-effective in operation.
