Cal. Code Regs. tit. 5, § 12043 – Governing Rules and Bylaws.

(a) This Article shall also serve as the bylaws for the SPAC. The SPAC is not authorized to promulgate or adopt any bylaws or other rules.
(b) No entity, organization, committee, or council may establish bylaws, rules, or procedures that conflict with any matter addressed in this Article.
