Cal. Code Regs. tit. 5, § 12039 – Quorum.

(a) A quorum shall constitute a majority of the elected membership.
(b) A quorum of the elected membership shall be present in order to act on business on the agenda.
(c) Once the quorum requirement is met, a majority vote of the membership present is required to pass a motion.
(d) Except as specified elsewhere in this Article, each member of the SPAC shall have one vote.
