Cal. Code Regs. tit. 5, § 12018 – Quorum.

(a) A majority of the elected membership shall constitute a quorum.
(b) A quorum of the elected membership shall be present in order to act on business on the agenda except as otherwise indicated by local bylaws.
(c) Once the quorum requirement is met, a majority vote of the membership present is required to pass a motion.
(d) Except as specified elsewhere in this Article, each member of the RPAC shall have one vote.
