1. (a) The CDE shall determine the amount of grant funds awarded to each grant recipient based upon an analysis of the recipient's application for funds. The factors considered in the analysis shall include, but shall not be limited to, the following:

   1. (1) The comprehensive needs assessment included in the application.
   2. (2) The scope of the project including the activities described in the applicant's comprehensive plan and the type and intensity of services proposed for the program's major activities.
