1. (a) A minimum of 25% of the grant shall be used to provide sustained and intensive, high-quality professional development based on a review of relevant research in the integration of advanced technologies, including emerging technologies, into curricula and instruction and in using those technologies to create new learning environments.
2. (b) Remaining funds are to be utilized to implement and support the comprehensive program described in the application in a manner consistent with the federal Education Department Guidelines Administrative Regulations (EDGAR), located at 34 CFR Parts 76, 77, 80, 81, 82, 85, and 86 (http://www.access.gpo.gov/cgi-bin/cfrassemble.cgi?title=199834) and with SB 192 (O'Connell), Education Code section 52295.40.

Pursuant to the federal No Child Left Behind (NCLB) legislation (Public Law 107-110, Title II, Part D, Sections 2415 and 2416) and SB 192 (O'Connell), Education Code section 52295.40, grantees shall use grant funds to provide the following:
