Cal. Code Regs. tit. 4, § 6030 – Issuance Fee Exception.

(a) Issues with a Short-term Maturity.
(b) Issues where the Purchaser or Lender is an agency of the State of California or Federal government.
(c) Issues by a Local Obligor that are Purchased with proceeds of a Debt Issue by an Authority.

The Issuance Fee will be charged on all Issues except those which meet any of the following criteria as reported by the Issuer on the Report of Final Sale.
