1. (a) An official sign and notice, a public utility sign, a service club notice or a religious notice may be placed next to an Interstate or a primary highway.

2. (b) A public or private directional sign, that is in compliance with the provisions of Title 23, CFR, Chapter 1, Part 750.154, in effect April 1, 1995, may be placed next to interstate or a primary highways except that a sign may not be placed in the following locations:

   1. (1) Adjacent To a landscaped freeway when the sign is designed to be viewed primarily by a person traveling on an Interstate or a primary highway.
   2. (2) Within 2,000 feet of a rest area, a parkland or an officially designated scenic highway or byway area.
