1. (a) A cardroom business licensee must adopt and implement general house rules, written, at a minimum, in English, which promote the fair and honest play of all controlled games and gaming activity, and which at a minimum:

   1. (1) Allow for the operation of only those games that are permitted by local ordinance and state and federal laws and regulations;
   2. (2) Include provisions that are designed to deter collusion; and,

   3. (3) Where applicable during the play of any controlled game or gaming activity, must address the following:

      1. (A) Player conduct,
      2. (B) Table policies,
      3. (C) Betting and Raising,
      4. (D) “Misdeals,”
      5. (E) Irregularities,
      6. (F) “The Buy-In,”
      7. (G) “Tied Hands,”
      8. (H) “The Showdown,”
      9. (I) “House Way,”
      10. (J) Player Seating and Seat Holding, and
      11. (K) Patron Disputes.
2. (b) A cardroom business licensee's house rules must be in addition to, and may not conflict with, the game rules approved by the Bureau for any controlled game or gaming activity.
3. (c) A cardroom business licensee's house rules must be readily available and provided upon request to patrons and the Bureau.
